At the Senate Appropriations Committee hearing, Senator Judd Gregg (R-NH) says this presidential administration views homeland security as the stepchild of national defense.
Gregg says that the Department for Homeland Security is starved for funds in crucial areas, and that budget proposals increase funding for the Department of Defense, even for operations outside Iraq and Afghanistan. (0:48)
