Rep. Barney Frank (D-MA) talks about Social Security.

Frank says that the question of solvency of Social Security has nothing to do with the private accounts. He also claims that the debate over whether or not to substitute the private accounts for part of Social Security, this is not economical debate but philosophical debate.(:40)
